Who's in in charge of the emergency sirens that go off in a storm so as to send you to the storm cellar? I am not complaining. better to be safe than sorry. What set it off on Monday AM 12:01, or something like that?

The 911 people or a local officer can set off the siren. You should have a weather radio or something to tell you when its all clear.
